ROLLING STONES CONCERT VIOLATION

The Canadian Broadcast Standards Council (CBSC) today released its decision concerning Q107’s (CILQ-FM, Toronto) broadcast of a Rolling Stones concert on August 10, 2005. The CBSC Ontario Regional Panel examined complaints about the broadcast and concluded that Q107’s failure to clearly indicate that the concert it aired was pre-recorded and not a broadcast of the live concert taking place that evening at the Phoenix Concert Theatre in Toronto constituted a breach of the Canadian Association of Broadcasters’ (CAB) Code of Ethics.

HARSH INSULTS IN VIOLATION

The Canadian Broadcast Standards Council (CBSC) today released its decision concerning an interview on Bouchard en parle broadcast by CJMF-FM (le 93.3, Quebec City) on July 26, 2005. During the broadcast, the host of the morning show insulted his guest. The CBSC’s Quebec Regional Panel concluded that the broadcast had violated the Canadian Association of Broadcasters’ (CAB) Code of Ethics.

ARBITRON ROLLS OUT PPM

Making good on its word to forge ahead with a portable people meter-based radio ratings service, Arbitron announced Tuesday it would begin rolling out PPM ratings to the top 50 markets beginning this July with Houston. The rollout plan calls for the top 10 markets by Fall 2008 and the rest of the top 50 by 2010-2011. Philadelphia, the site of the first PPM test, will be the second PPM market in the rollout.

The Canadian Broadcast Standards Council (CBSC) today released its decision concerning an episode of the Health Show broadcast on CFRB (NewsTalk 1010, Toronto). The CBSC Ontario Regional Panel concluded that the station did not adequately identify the relationship between the sponsorship of the show and the guests on the program, who were employees of the commercial sponsor of the show on that day. The decision is the CBSC’s first on the issue of sponsored programming.

Canadian Broadcast Standards Council (CBSC) today released its decision concerning comments made on the program Fun Radio broadcast on CKOI-FM (96.9, Montréal). One of the hosts made comments about Asian people, which a majority of the CBSC Quebec Regional Panel Adjudicators concluded were abusive and unduly discriminatory and thus in violation of the Human Rights clause of the Canadian Association of Broadcasters’ (CAB) Code of Ethics. A minority of Panel Adjudicators, however, considered that the comments did not violate that Code provision.

ARBITRON TERMINATION OF PPM JOINT VENTURE

Arbitron announced the termination of Nielsen Media Research's option, under a May 2000 agreement, to join Arbitron in a commercial deployment of the PPM radio and TV ratings service. Today's announcement allows Arbitron to shift its focus to creating a PPM ratings service for radio only. Nielsen has expressed interest in using the PPM for out-of-home TV measurement to their existing television ratings services.
